Cohere Inc., an AI model maker based in Canada, has completed the first close of a funding round expected to total up to $5 billion, with the Canadian government agreeing to invest up to $1.14 billion. The round values the company at $20.5 billion.

OpenAI updated its Model Spec, restructuring AI behavior guidelines around five core values including faithfulness to human intent and correctability. The guidelines say GPT models should use conversation history to infer what users want and disclose their own assumptions; whether models follow the rules remains an open question.
